He was an early inhabitant of Sandwich. [Ref] He was allocated 4 acres of meadow on 16 Apr 1640 in Sandwich. [Ref]
He is in the Sandwich section of the 1643 list of those between 16 and 60 able to bear arms in Plymouth Colony. [Ref]
On 7 Apr 1653 the town agreed to pay James Skiffe £20 for providing pistols, powder, bullets and other military equipment. [Ref] On 23 Nov 1654 Goodman Bourne, Thomas Tupper and James Skiffe were two of five men appointed to make a rate of £18. [Ref] On 20 May 1655 James Skiffe pledged one pound for the building of a meeting house in Sandwich. [Ref] On 17 Jul 1657 he agreed to pay £1 10 shillings towards the minister. [Ref]
In 1655 Thomas Tupper, James Skiffe, Thomas Tobey, William Swift, Edmund Freeman and Nathaniel Fish were among the 19 Sandwich residents who signed a letter entreating Mr Leveridge to continue at Sandwich. [Ref]
On 5 Nov 1657 he was one of five people appointed to make a rate of £24 14 shillings to pay Plymouth for the purchase of 'Manounscate' and to pay for catching wolves. [Ref] On 18 May 1658 Thomas Tupper and James Skiffe were Deputies. [Ref] On 22 May 1658 he was one of three men appointed to find three trooping horses for the town. [Ref] On 24 4 1658 he was a rater. [Ref] Also on 22 May 1658 he was appointed to lay out land. [Ref] On 28 Oct 1658 he was one of five men chosen to make a rate of £20. [Ref]
On 18 May 1659 he was appointed to deal with the whales that washed up in Sandwich. [Ref]
On 22 May 1659 he was appointed Deputy from Sandwich. [Ref] In 1659 James, the Deputy from Sandwich, was rejected by the General Court for being a friend to the Quakers. [Ref]
On 16 Jul 1662 the town of Sandwich chose Goodman Skef, Goodman Tupper, William Bassett and William Swift to arrange for Lieut. John Ellis to finish the town dock. [Ref]
On 2 Apr 1667, William Bassett, Mr. Richard Bourne and James Skiffe were appointed to the council of war for Sandwich. [Ref]
On 6 Jun 1654, the Court told James that if he could find land that he wanted that was not "within the liberties of any particulare township", the Court would consider giving it to him as land was due him for his own and Peter Talbot's service. [Ref] On 2 Jul 1655 he was granted a small parcel of land at Mannomett. [Ref] By 13 (10) 1659 he had paid a pound toward the construction of the meeting house. [Ref]

On 13 (9) 1660 Edmund Freeman was appoined to lay out an acre of land that had been granted to James. [Ref]
On 16 Feb 1662 Goodman Bourne, Goodman Skiffe and Thomas Tobey were chosen to dispose of the town's oil. [Ref]
On 15 May 1663 Thomas Tupper, Sr and James Skiffe, Sr were appointed Deputies. [Ref] On that day the town said that Goodman Skiffe was to have a barrel of oil and the next fish that came up for 'all his labor and paines'. [Ref]
On 28 Jan 1664 he was chosen rater. [Ref]
On 11 May 1665 James Skiffe and Goodman Bourne were chosen constables. [Ref]
On 11 May 1665 James Skiffe was granted the swamp next to his house. [Ref]
On 24 May 1665 James Skiffe and Goodman Bourne were chosen Deputies. [Ref]
On 15 May 1668 James Skiffe, Sr was appointed selectman. [Ref]
On 15 (5) 1671 four people were appointed to go with James and look at upland and meadow that James wanted to exchange with the town. [Ref]
On 10-5-1672 he was a selectman in Sandwich. [Ref]
On 29 Apr 1673 James Skiffe, Sr was chosen selectman. [Ref]
On 7 Aug 1673 James Skiffe, Edmund Freeman and Thomas Tobey were chosen to lay out land for John Smith. [Ref]
On 2 Sep 1673 James Skiffe and Richard Bourne were chosen to lay out land for the use of the ministry. [Ref]
On 21 (3) 1674 James Skiffe was a selectman.
