I. Franklin Cummings was born on 30 Jun 1897 in Brownsville, Texas. [Ref][Ref does not give the day or town] He was living on 27 Aug 1934.
Franklin was a 2nd Lieutenant in the Infantry, discharged on 12 Dec 1918. [Ref] In June 1919 Franklin was a student, apparently at the University of California, Berkeley, but permanently residing in Washington, DC. He applied for a passport so that he could work for his uncle Charles Ernest Cummings in Mexico City. [Ref] In 1930 Franklin was a teacher at a public high school in Alameda, Alameda, California. [Ref]
Franklin was 5'9" with brown hair and hazel eyes. [Ref]

Franklin of Brownsville arrived in New York on the Ancon from Cristobal, Canal Zone, Panama on 13 Jul 1913 and on 9 Apr 1914. [Ref] Franklin of Alameda arrived in New York on the Santa Elisa from San Francisco on 7 Jul 1933. [Ref] He arrived in New York on the Gripsholm from Gothenburg, Sweden on 27 Aug 1934. [Ref]
